Indirect and Cumulative Impacts- A Federal Perspective An overview of Federal guidance related to the indirect and cumulative impacts of transportation projects, with a focus on the EO 13274 Task Force Indirect and Cumulative Impact Working Group Draft Baseline Report. This presentation is part of a three-day national peer exchange conference on indirect and cumulative impacts. The event is being hosted by the Wisconsin Department of Transportation in Madison, Wisconsin. The speaker for this presentation will be Lamar Smith, CEP Team Leader for FHWA. Lamar leads the Training, Technical Assistance, and Information Technology Team in the Office of Project Development and Environmental Review at the Federal Highway Administration. He has a degree in Civil Engineering from the University of Alabama in Birmingham and experience in transportation-related disciplines, including design and construction. The bulk of his career with FHWA over the last 18 years has been dedicated to the environmental program and NEPA project development activities. Lamar’s experience and expertise cover a wide range of issues related to the NEPA transportation decision-making process including Section 4(f) compliance, indirect and cumulative impacts and other environmentally related transportation development issues. Lamar is the Administrator of the Re: NEPA online Community of Practice; the principle author of FHWA’s January 2003 Interim Guidance on the Consideration of Indirect and Cumulative Impacts in the NEPA Process; the co-chair, with the Council on Environmental Quality, of the Indirect and Cumulative Impact Workgroup commissioned by the Task Force established by Executive Order 13274; and the chair of the Legal Sufficiency Task Team, one of three working groups originating from the AASHTO-ACEC-FHWA national initiative on improving the quality of environmental documents.
